Same here. I got my wife the 12 over the weekend and have tried multiple different carrier sims and they all worked, it's unlocked.
put different sim in and when trying to activate phone after turning in for first time it said that this phone has a sim that's not compatible w the carrier activation agreement
IPhone 12s should be unlocked if from old stock
IPhone 12s from new stock will likely be locked for 60 days
IPhone 13s should be locked for 60 days
I dont think first sim inserted makes a difference. I think the person who mentioned ATT had an unlocked phone to begin with
they can find that number from Settings > General > Model Number
