It does not exclude preorders or Sony 1st party games, at least for right now. I just preordered Horizon Forbidden West for PS5 for $39.xx after the discount. This is a great deal.

They weren't allowing me to do the 40% off pre-orders but were instead going to give me $15 credit for my troubles. Then the closed the chat and then nothing happened. I should have kept the window opened or screenshot it for proof on my end.
