It does not exclude preorders or Sony 1st party games, at least for right now. I just preordered Horizon Forbidden West for PS5 for $39.xx after the discount. This is a great deal.

No luck, all I have in Target Circle is Free $10 Target GiftCard with $40 select beauty care item purchase. Have never bought a beauty care product.

Yea so it seems completely random on which accounts get targeted for the offers. Other people have also posted they rarely shop at target but also didn't get the offer.

Aside from beauty care it's also for personal care items such as toothpaste, deodorant, etc.
