It does not exclude preorders or Sony 1st party games, at least for right now. I just preordered Horizon Forbidden West for PS5 for $39.xx after the discount. This is a great deal.

I visit Target regularly and had the offer. Unless someone works at Target and was involved in creating this offer, it's just a guess on how they decided to target this offer (no pun intended).

When I first went to the link in the OP it showed me the 40% off deal but I wasn't signed in. Once I signed in it told me the deal was unavailable. Stupid Target.
