My mom gets the same trouble-loading error as you. I was able to load the BB offer on my Citi account. So I logged into her account on my laptop but I still got the same error as she did.

Probably because I never use my Cities. Ironically because Chase and Amex always have good offers for me. Oh well!
They did however allow me to increase my credit limit yet again, for like the 100th time in the past 10 years it feels like.
I use mine all the time and have the same error.
