This was in my Target app, likely targeted and offers can vary from user to user, but worth activating even if you're not sure you'll do two $30 orders or not.

Only qualifying purchases made after you activate the offer will be eligible for the Bonus.
The qualifying online purchase must be made from the account receiving this Bonus, on Target.com or the Target App, and be placed within the offer period in order to be eligible for the Bonus.
While in store, scan Wallet in the Target App or enter the phone number associated with your Target Circle account when checking out.
For orders using multiple fulfillment methods, Same Day Delivery items qualify as a separate purchase.
Progress and completion will be reflected within 24 hours for in-store purchases and for online purchases once the order ships, is ready for pickup, or delivered by a Shipt shopper.
The qualifying purchase is calculated before any offers, discounts, taxes, fees, and tips are applied.

A "qualifying purchase" is a purchase transaction that is made after you activate the offer, meets the minimum purchase threshold and excludes all items that do not earn regular Target Circle 1% Earnings rewards. Purchases made with a credit or debit RedCard™ are eligible for these offers. A pre-ordered item is eligible if it is shipped during the offer period. Online, Same Day Delivery, Order Pickup and Drive Up purchases are eligible when the order is placed within the offer period. The minimum purchase threshold is calculated before other offers, discounts (other than sale prices) and taxes are applied. An online order qualifies as one purchase transaction even if items in the order are delivered or picked up separately. An online order that has both Target Plus™ items and Target.com items qualifies as two separate purchase transactions. An online order that uses the Same Day Delivery service, the Same Day Delivery items qualify as a separate purchase transaction. Purchases that are returned, reversed or cancelled may cause the purchase transaction to no longer qualify for these offers or may result in the Target Circle Bonus reward being removed from your Target Circle Earnings reward.
You must not do too many deals. Nothing is obvious until it's proven. You'd think credit card bonuses wouldn't count returns for minimum spend right? Alot of them do believe it or not.
I don't want to make the effort 2 separate trips for $15.

You obviously never done software programming, because all of this fraud that you are advocating --- let's not pretend otherwise --- is very easy to catch.
I got $15 reward for 2 $60 or more qualifying purchases. Any one know if i purchase 2 items, each more than $60) in separate transactions and then return 2 days later, would that still give me the reward or will the reward be cancelled ?

Obviously target hasn't programmed this tightly. Otherwise if you did a return and was still over the spending threshold, you'd keep your rewards without human intervention.

I had a return like that, after rewards were used and my return was reduced by that amount. Sort of like Kohl's if you use the Kohl's cash and then try to return.
Glad it's set up that way to prevent fraud. I've seen too many people ask about buying, getting rewards, and retuning.
were any items on the order 'excluded' items? Also, if some items haven't shipped yet, check again after the order is complete. Sometimes unshipped stuff doesn't count towards the spend until it is shipped.
You were correct. After the last item shipped today, the order that was paid for with my $50 off $50 Redcard coupon now counts as my first qualifying purchase.
