I was able to get them restored, but I would not recommend any returns from your qualifying orders if you want to keep the reward.

Obviously target hasn't programmed this tightly. Otherwise if you did a return and was still over the spending threshold, you'd keep your rewards without human intervention.

I had a return like that, after rewards were used and my return was reduced by that amount. Sort of like Kohl's if you use the Kohl's cash and then try to return.
Glad it's set up that way to prevent fraud. I've seen too many people ask about buying, getting rewards, and retuning.
