Not sure if this makes a difference, but I added to cart normally and then changed to subscribe and save... as opposed to adding it as subscribe and save from the product page. How did everyone else that had the extra discount add the item to their cart?

If only one coupon shows up at checkout, find another listing with Hartz Lickable Treats that has a 25% coupon (there are several), clip that coupon, go back to the original listing and checkout. This is what worked for me.
