I would wait unless you think she will benefit from the pencil and enjoy the 11 inch size. I'd say it's worth it if you don't think she will care about any near-future improvements. Doubt this combo would get any cheaper this year.

iPad Air is on sale for $489 at Amazon right now and you can get a second Gen Apple Pencil for &109 frequently. You can save $200 and still have an iPad for most of your use cases.

However, this isn't such an incredible deal that you should abandon all your other considerations and just buy first, think later.
