You're referencing the T-Mobile deal? There is indeed a standard process by which the line level credits are migrated to account level credits so that you can continue to receive them on a monthly basis.

traded in iphone 11 64 gb and got 540, applied towards iphone 13 128 gb, got the phone just now as upgrade to existing line. Looking to unlock in few days.

Not yet. Found a reddit thread to text HELP to 332211 and 22891 and it might work, but I tried and am still having issues. Also called Best Buy and they said its a common issue but they have no fix, just to try again later. I went to a store but also ran into the issue there and they also said to call Best Buy
