Depends on what the phone needs to get to the 30w fast charge.
PD output is based on profiles of voltage + current, for example 5V/3A or 9V/2A and so on. If the phone uses a specific profile to get to 30W, the charger needs to support that profile, which most PD chargers do because they aren't that much profiles.
Now PPS works different where it will use variable voltage and current to supply what the device is asking for, sometimes using combinations which aren't supported in regular PD profiles. If the Pixel doesn't use a regular PD profile to get the 30W then that's where PPS comes in.
I think the confusion is Google not saying exactly how the fast charging works and also the charger sold by Google that they say will fast charge the pixel is a PD3.0 charger which also supports PPS
