Realistically they can't at the moment. But Remote ID is coming.

this. today there is no way unless you deploy special equipment to intentionally track the drone. whenever you fly your drone, there are logs that are recorded; not sure how available those logs are.

as mentioned, when and if remote ID is deployed, it will also impossible to legally fly without being tracked.
