CVS is one of the few places that take PayPal QR codes as payment. It's been recommended to use self checkout, if possible. Once you add the gift card, DO NOT click any payment method on the self checkout terminal. Instead, scan your PayPal QR code like you are buying something. Then it will allow you to checkout and pay with PayPal.
If it does indeed stack with the 2% back at drug stores as the other thread suggests, that's 11% back on up to $1500.

I wish Chase had made this offer known sooner.
I already bought a $500 VISA gift card at Walmart.
This leaves me with $1000 to use at CVS.
I will buy two $500 VISA gift cards using Paypal.
This is 9%.
I have a paypal account and confused how to use this. I was able to login to the website, add my flex card and make that as the preferred payment method for in store purchases.
1) Do I need paypal app? Thinking I do, I downloaded and was trying to setup. The app keep asking me to add phone number for verification and does not accept any number I give. In fact there are multiple phone numbers already on my account that I setup by logging in from computer.
2) I see some websites giving directions on how to setup and add paypal to GPay. Is that how we use? Do I need paypal key? I see I am not invited for that.
3) From reading the threads I believe Safeway is not an option. Please correct if I am wrong.

You need have the cashier scan your phone for payment. So, you need the app.
In there you need to set up QR code payments. Make sure freedom flex is selected as the payment card for qr code payments and unselect pay using PayPal balance.

With regards to the issue you're having setting up the app, I would suggest reaching out to Paypal directly if you're not able to get it resolved.
