No. This battery provides more current for brushless applications but same amount of capacity. Watch a YouTube video to see performance comparisons. The 4x number is comparing vs a battery roughly 4x smaller.

The only thing that makes sense is that "standard lithium" means their small regular battery. 4AH is the capacity that is the total energy which is directly proportional to run time.

$99 vs $37 for the regular, what's the difference ?
I'm guessing, but with a rather high chance of being correct. Standard battery packs use 1800 sized cells. The "high power" line from many manufacturers use 2600 sized cells. The voltage is the same but the larger cells are able to produce higher amperage. The performance difference in high drain applications like circular saw is substantial. Lower drain like drill drivers the difference is less noticeable. If you are demanding on your tools and expect them to work the best the "high power" batteries might be worth while. If you are happy just to get the work done and can back off a bit if you sense your circ saw bog, the regular batteries will serve you well.

I'm hesitated on the $37 one.

The battery that usually comes with cheap kits is P197 which weights 1.12 lb according to HD page. The $37 one weights 1.5 lb. I have P197 from the $199 kit and it already feels heavy. (Feel free to judge me.) I'd rather get two 2Ah for $37 if that's possible. I only use 4Ah battery for circular saw. 2Ah works better for drills and similar tools.

The 2Ah just don't work for me, impact wrench can't even take off a wheel nut with a 2Ah

I think their 4x claim is still false. Even with a 2600 cell you'll only get 5 in the casing. Average capacity range is about 5500mah. The 18650 they have in the old casing has 10 cells at 2200mah. So by watts/h calculation at best you get is still less than 2x

I wish the sprayer hack works for this one too. I wanted these batteries on sale so badly because my regular 4ah didn't even last 10 mins on my brushless angle grinder. But now my project is done so not needing more batteries now.

I'm curious which impact wrench do you have?

I have a Ryobi impact driver (not wrench), PSBID01, with the non HP 1.5 Ah batteries and it manages to remove my 85 ft/lb lug nuts off without any issue.

I have 5 or 6 brushless tools now. I would not purchase any more non HP battery. I tested different batteries on the circular saw, there is huge difference in performance.

Don't worry, they canceled most of the orders.

So this why my pick up in store order is still being processed after 24 hours, even though that store has 57 in stock

I guess that's what they are referring to. Their smaller regular battery.
Yes, most of the brands have said something similar with an upgrade to batteries or tools that are borderline deceptive advertising that fools a lot of people... and they know it does.

"Up to 4X more runtime" is comparing to smaller amp batteries and the "up to 30% more power" is relative to the tool being used. Small wattage tools like a small drill will not benefit as much as say, a high wattage consuming circular saw.

Have you tested this on tools without the "two new contacts'?

I bought a compact brushless kit a couple of weeks ago (drill/impact) and neither has the new contacts in the handle.

Ryobi is not playing nice and they're hiding info from everyone. If the tool doesn't have the contacts, it can't take advantage of the HP batteries....

A couple years ago, they have the starter kit with two of this battery, a charger, and a tool bag for $99 (or $129?) plus a free tool bundled. I got a couple of those starter kit for around $50 each.
those were 3Ah kit, these are 4Ah kit. I got one of them kit with a brushless impact driver for $85 too.
