The above link seems to say that you can, but you'll need to change it more often and it will put more stress on your system (due to less filter surface area)... so it's best to stick with 4" if you ask me... even though you might be able to get away with using a 1" filter... but don't use multiple 1" filters at the same time.
If anyone is looking for a merv 8 16X25X4 this is at Ace Hardware. Not all stores stock it in my area, but my store who doesn't stock it can do a special order.
