This seems like a better deal - you get 2 dimmers ($59.99 ea) and 2 Pico Remotes ($14.99 ea) and two coverplates/Wallplates ($2.99 ea) for a total value of $155.94 and then a "free" Smart Bridge.
The other deal is 1 dimmer ($59.99 ea) and 1 Pico Remotes ($14.99 ea) and one pico wall mounts ($7.07 ea) for a total value of $82.05 with a "free" Smart Bridge.
You pay $132 for this deal ($155 value plus smart bridge) and $80 for the other deal ($82.05 value plus smart bridge.
Seems like a no-brainer to get this if you're already going to need 2 dimmers.

You are correct, if you need more than one dimmer/Pico combo and a hub this deal is better (although not the best price ever). FYI I learned the hard way that you don't want to buy Caseta components "a la carte" (piece by piece) like you have listed in your post - if you need additional switches after buying one of these "starter packs" with a hub, better always to buy the multi-piece kits that include the wired switch, the Pico remote, and the wall mount for the remote, for example:

BTW, I'm curious where you're sourcing the Lutron Claro single gang screwless wallplates for $2.99, the best I can find is $3.96 at Lowe's or Amazon:
