Pretty much the same as previous years, so not sure why this one is terrible. Yes they jack up the price a little but with a gift card that probably same as cash to most people and no need for unlimited plan, it's really not a bad deal. I'm thinking of getting in on this myself.
Last two years it was $450 GC for the previous year's phone. The deal they had last week was better as it was $450 off instead of a GC for the 12 mini.
This time, they are doing current gen phones which is great. Can't read the info on trade in, but I'm sure this is only good in store.
They require installment plans, and the MSRP is about $50 higher so keep that in mind. That said, on the 2019 BF deal, Verizon didn't start charging me the installment plan until May 2020. On the 2020 BF deal, Verizon still hasn't started to charge me an installment plan. Both times, They send you a SIM card to activate the new phone, but I could not activate them both times - ended up using the SIM card from the previous phone. Extremely YMMV...
GC first year took 14 weeks to arrive. GC second year took 2 days.

I got the iPhone 11 last year in store and activated in store. The eGift Card came in within 1-2 hours. I'm not sure about in store. Seems your experience is more in line with an online purchase?
And last year, they didn't have the iPhone 12s as they were launched late. The iPhone 11 was $300 discount, Pro was $400 if I remember correctly. So this year there is an extra $50 discount, though the 12 is up $100, while the pro stays the same price.

I don't think it stacks with any other promotions.
This one is through at&t, not walmart. Essentially, at&t will give 800 through bill credits on 36 month installment plan with eligible trade in on unlimited plan. I know at target they have stacked in the past and do still stack. Not sure about walmart.

In September I could've traded my XR max for $800. To Verizon. With this deal it seems like I'd get nothing? So maybe I should've clarified it's terrible for me
Hmm should I keep the iPhone 12 mini for $299 or go for this iPhone 13 mini for 650-300 (gift card)=$350.
TBH, I'd go for the 13 mini for the better chips and extra battery life. But they do jack up the prices a little so I don't think 13 mini will be 650 on the 22nd. In fact it'll be MSRP of 700 for AT&T and probably 750 for Verizon. They did jack up price by $50 last year for Verizon.
