Unless you're willing to sink a couple hundred into some really good bits, just plan on picking up a set during these deals once or twice a year, that's what I do. No point in sharpening bits or spending a ton on top of the line ones that can get lost or broken (or more commonly, walk away on you). But on the flipside you want it to last more than one use too so I don't go bottom of the barrel like harbor freight etc.
When I see a good deal on bits I'll usually grab some, the ones you can tell are really on the cheap side I'll use for wood etc and the better ones like the $10 dewalts I'll use for metal, but with slow speed and frequent oiling. As they dull or break, just swap in the next set. I do like the sets that come with 2 of the smaller sizes as those are most likely to break. Hopefully the 21 piece HSS dewalt set goes on sale again soon for $15 as I'm ready for a refresh of several sizes.
Have to look at drill bits like a grinding or cut off wheel. You don't want a dirt cheap one that is going to break or wear down super fast, but it is a consumable item that is going to wear out regardless of how much you pay, so have to find the sweet spot between price and longevity. I'd say any of the dewalts would fit that bill but I'd lean toward the black and gold (or black oxide if you can find them in a local store) over these.
That said, you can get these at Lowes right now for the same price, and the the black & gold 14 pc. set is $9.98 if you want it.

China has tons of their own problems, it's still a tossup between us and them to see who digs their own grave first. also, Japan owns just about the same amount of US dept as China, around 1.1 trillion. we blow through that on our military every 16 months. if anything is going to do us in, it's not our debt. most of US debt is held by americans.

There are NO evils of capitalism. *Corruption* of ANY monetary and/or incentive/exchange system or set of practices eventually allows malignant greed that transcends any form of government (republics (the old USA), monarchies, communist autocracies, and even ignorant mob rule (growing here the US), etc. The answer is to fix the problems, not discard the most successful foundation the world has ever known.

Titanium coated and black oxide coated aren't going to be much different. A coating does very little and will wear off the tip extremely quickly anyway. I have a black oxide 1/8" bit (one that gets used a ton) that has far outlasted 3 titanium coated that came before it.
HSS is High Speed Steel which the Black and Gold sets are according to the specs - which will hold up much better than standard higher carbon tool steel used in this set. That is far more important than whatever coating is put on.
True solid titanium bits would be far superior but plan to spend a couple hundred on a set of those.
Look at the 61k ratings you mention and see all the complaints about these breaking and dulling, especially the pilot points.

Again if these are solid titanium or not, I don't know. It's how DeWalt markets it. If you are drilling wood, black oxide will suffice but if you are drilling thin metal and wood, you would want to go with Titanium. Its a personal choice, I would say.
