There is very minimum bloat in HP Laptops and I have used 3 of their laptops in last 5 years. Acer and some other companies do install a lot more than HP. And regarding that Spyware story, that happened 4 years ago and has been addressed by HP long back. It happened with some other manufacturers as well in the past.
Unlike Desktop Computers, In today's laptop, just installing a clean Windows without any manufacturer's specific software can actually hurt your laptop's performance, battery life, thermals because all of these companies now include their own customized Power profiles which are extremely tweaked for that specific laptop and controls aspects like CPU performance Boost, Power Limits, Fan speeds, Thermal limits etc. and those are done by doing a good amount of testing and removing them with fresh Windows installation without those control center software and drivers can actually cause significant issues. Now, some very advanced users can tweak the power savings using advanced scripts, using Third party CPU controller software like Throttlestop (Intel) or Ryzen Controller without the need of those manufacturer software, but for average and even for some advanced users, that is something they're never gonna do.

5800u version of this is kinda gimped. Not enough cooling to run it at full speed for long.

Still within 10% of a 25W 5800u.

The first review of this system that I found on YouTube disagrees with you.

"What it does tell me is that it's able to cool itself off efficiently"

For the record, designing a system, especially a compact laptop, is always a game of tradeoffs, and this applies regardless of OEM.

This or the MacBook Air for $799? This has more ram and SSD. Which would be the overall better buy for the money if you can live with either OS? Thanks!

Looking at the specs and cross referencing with the same model on the manufacturers website, I don't believe this has a micro SD card reader if that's important to anyone. OP, you might want to fix that.

Two different ecosystems… Depends what you want to use it for.

I believe a Mac would be much better quality.

If you get the HP, definitely do a clean windows install as HP, from my experience, puts two much bloat/spyware? On it and hinders performance.

Where is it listed? I don't see it on the Costco page or the HP product page.
