What makes you say that?
The only thing that is kind of crappy is you only get the reward check once a year.
And you lose out on your accumulated cash back when you close Costco membership.
And the fact that Costco does not allow you to transfer the card to some other Citi credit card.
While you all say it's awful, it's decent for Apple. If you got a smack ton of CIti points you need to get rid of, especially given inflation, and need to buy an iPad for some annoying family members, perfect timing.

This is pretty good if you stack it with education or veterans discount or refurb deals at Apple, or plan to use it on items that are not usually discounted elsewhere (like current iPhone models bought outright).
Of course, last year they had 15% off on BF and 20% off on cyber Monday so it may be worth to wait.

Is "being annoying" a prerequisite for getting an iPad from you?
the conversion from Citi cashback money to thank you point get a big haircut, and 15% barely offset that
I have a Citi Double Cash card and the conversion seems to be 1:1
