The 2.5 oz size are $1 at Dollar Tree... So $4 for 10 oz is a better deal...

I don't know the price off the top of my head, but I think it's around $5 for roughly double the size as well.

A lot of spices have heavy metals unfortunately, not sure about Garlic. But McCormick appears to be one of the few companies that tests for metals at least.

Getting it from Gilroy CA like Costco doesn't guarantee it's free of contaminants, many are from fertilizers and other products used previously on or near the soil, but you'd have to assume the upper limit is going to be lower in CA than China.

Also, while the Costco granulated garlic is different than garlic powder, it is also awesome stuff and in most cases subs in. Coffee, granulated garlic, kosher salt, pepper and brown sugar are the core of my favorite homemade rub for Costco tri tip.
