You purchase a total of $100 in qualifying gift cards and also take an HEB gift card to the register for the bonus $20 HEB gift card. I love these gc sales at HEB...the best grocery chain in the country is in Texas!
In store only. Last year I was able to buy the Visa gift card first then use it around 30 minutes later to pay for a $100 gift card. The Visa card doesn't activate instantly so you can't do this without waiting in line two separate times with some time in between. Also keep your hand over the Visa card and tell them it is debit or credit if they ask (don't mention it is a gift or prepaid card) as some locations/cashiers may not allow you to buy a gift card using the Visa card even though the register allows it.

Did you try buying a Visa vanilla from account A and then buying a second one on account B? I'm curious how the $4 or $5 activation fee would work.
Update: I was able to by a 2nd Visa using the 1st one. I paid $6 in cash and then $99.95 balance using the 1st card. The system asked for the pin I had setup ahead of time then ccv number.
Man this reminds e of the deal they had a few years ago but with Home Depot cards except it was 20% off the card itself. I bought over $1,000 worth of cards for $800. Then used a couple 10 & 20% off coupons and got a bunch stuff cheap. It was great.
