I finally started Jurassic World Evolution (same Deveopler) and realized how much DLC they have. I had gotten Deluxe from Humble Choice so I guess it came with something. Being a lover of Zoos though, I want the complete version here. I am hoping for either a Humble Bundle that has the complete game or I guess a few more years to wait cause I'm in no rush and the complete on sale is still pretty expensive for a budget PC gamer...maybe if I didn't have a few dozen games in my backlog...

Yeah... If you wait long enough, just about everything goes on sale. I think Civilization V has been stuck as like $12.50 or so for a couple of years now for the complete edition. I have everything, but one of the expansions, which usually sells for close to that on its own. I just don't play Civ V anymore so...
I saw someone has Xcom 1+2 complete editions + Chimera complete for less than I got the Xcom 2 expansion. 😑 Yeah, still slowly working through 2 and barely started Chimera.

It's a struggle trying to decide when to buy a game, knowing a DLC bundle or deal is inevitable. Do you buy now or wait for a bundle? I can give you a few personal examples.
After playing the base game for years,
I got nearly all of the DLC for Cities Skylines through a Humble Bundle last year for about $18. Despite having a duplicate base game code after getting the bundle, it was well worth it. I just made a contest in my Twitch channel and gave away the base game code.
Very similar experience with Stellaris. Luckily in this one, I was playing the game on GamePass and finally bit when Humble included nearly all the DLC and base game for about $18.
I waited and waited for a similar bundle for Planet Coaster, but finally bit when Fanatical had a sale a couple weeks ago for 75% off. I already had the base game, so I only needed to purchase the DLC… which I did for about $20 total.
In all three occasions — whether it was Humble Bundle or Fanatical — I was able to get almost all the DLC for $20 total. On all three, I also enjoyed the base game for at least a year before I upgraded to a massive influx of DLC. I prefer it this way so I can really get to know the game and truly appreciate it when I add DLC.
Now I'm looking forward to buying Planet Zoo this weekend, learning to play and master the base game, wait forever the developer to churn out more and more DLC, and then buy it all up for about $20 a couple of years from now.

Very true. I usually look at if I will jump it to the front of the backlog or not. If I can wait, might as well. I do totally understand what you are saying though. I just rarely go back because there are so many games I already own and haven't even installed, let alone done like the tutorial or something.
