Dell Home & Office has Dell Inspiron 3891 Desktop for $329.99. Slickdeals Cashback is available for this store (PC extension required, before checkout). Shipping is free.
Thanks to Deal Editor RevOne for finding this deal.
Specs
Intel Core i3-10105 Processor (4-Core, 6M Cache, 3.7GHz to 4.4GHz)
Good price for a complete desktop that will do 90% of what 90% of people use their computers for. Especially with cashback
Other popular cashback site R_ku10 has 15% cash back at Dell today.
There are also YMMV deals on 5% back on Chase cards and some Amex offers too. My Amex offer is for $600 minimum so that won't work ehre unless you need 2x systems
With cashback and chase 5% you might get this down to $264 net.
I'd strongly recommend adding a NVMe stick for primary boot drive and reinstalling the OS. That mechanical HDD is a system bottleneck. SSd/NVMe are multiples faster than HDDs for loads and storage use.

How do I take advantage of

You could upgrade both, but I think you'd find there's little to tangible gains between this i3 and even an 11th gen i5. Have you looked at benchmarks?
Those were HIGHLY ymmv, in-store clearance only. But I did just order one of those, without the monitor, from Vipoutlet for $225. It says refurbished but it came in brand new inside and out.
This isn't a bad computer for the money but TBH if you have any computer that is Sandy Bridge (2012!) or newer you aren't getting any more performance out of this Dell desktop. In fact, if your old Sandy Bridge desktop has an SSD your experience will actually get slower.
Get this if you don't have a desktop at all, otherwise skip because it will not likely be an upgrade.
You're not wrong at all, but sandy bridge won't do 4k Netflix or upgrade to windows 11 (without doing a full iso install and bypassing some checks).
Still, several of the laptop deals on slickdeals are (or have been recently) better (target last week, Walmart right now) since they have same processing power + less power usage + are portable / compact / have a built in screen just in case you want to use that feature.

True, there are definitely somewhat niche benefits in this system (ie, USB-C, DDR4, TPM, et al). It's not a bad deal, and I like Dell - just that those who feel like they have been left behind in the stone age aren't necessarily as bad off as one might think.
Is there a way to use the 10% welcome email coupon with this offer? I tried, but it did not apply.
NO those coupons don't stack with anything on sale. I've seen an employee say that you can ask and some people might just give you the 10% but it's very YMMV.

Interesting to see those there. Wonder if returned out of frustration with the hdd speed compared to user-added ssd?

I think most folks who buy these "low-end" systems won't notice or care about the slow HDD. Especially harder to notice on a brand new windows install. Still, I put in a 500 GB nvme and fresh windows install and it's quite fast.
Has anyone who ordered this computer received the rak 15%? Mine never showed up. Sent order info to rak cust support team, they said there was no 15%?! I clicked the dell link on rak and ordered through the dell page that opened there, paid with paypal.

I didnt receive it either. Have a help request open with them but havent heard back yet.
Seems scammy. I used rak instead of other cash back sites, so their liability is not just the 15% they skipped on.
If anyone can talk a Lionel Hutz type into a small class action, I'm in!
