They've been around for awhile. At least a decade. Just not very common.

it's not a new trend for countries that use kilograms. 25kg is the equivalent of 55lbs, and 20kg is the equivalent of 45lbs. also, 55lbs/25kgs are used for competitions.
Thanks OP, ordered 4. I got a 300lb cast iron York Barbell set that came with a nice barbell, I'll use these for dead lifts. For additional weight, I'll add some smaller diameter cast iron plates. I read that you can mix and match as long as the amount of bumper plates weigh more than the cast iron.
Received mine today. Quality looks ok. Some spots on the edges aren't 100% smooth, but it doesn't look like it will affect the functionality or durability. Comes with a 2 year warranty. Also included a flyer detailing an offer for free barbell collars in exchange for an honest review.
Had the typical rubber-chemical smell when opening the package, but didn't notice it much after moving them to my weight rack.
Walmart also has the "Tru Grit Olympic Bumper Plate 45LB Pair Weight Set for $126.90" It says 25lbs on the top but its 45lbs if you look at the weight selection on the side. I should put it on slickdeal if its not on there already, but I never done it before. Always been a lurker.
For anyone buying these who wants a lifting program, or who is thinking of buying these, these are great for something like stronglifts. I just received about half of my order and they look great.
Also if you have the ability to catch the delivery driver when they show up, walk out and offer to help. This isn't a normal box for them, my driver had a hard time with it and once I told him how much I lifted he was super grateful to not have to lift 90 pounds in such a dense package from the back of his truck down to a dolly. It'll go a long way with your driver who probably has enough to deal with in the next month.
