I might have found a workaround for those that can't get the 25% to work:
- add the shampoo to your cart (non subscribe and save)
- click through to checkout
- at checkout it will show "Save 30% today; Save up to 15% on future auto-deliveries" in the product info. click that and it should apply the 25% off

$8.55 for the pair after 25%, $10 extra savings in cart, and 15% S&S - thank you!

FYI - when I initially clicked on the coupon it said I was not eligible. I went into incognito, visited the product page, clicked the coupon, and THEN signed in, went back to the product page, and the 25% coupon was applied!

For those having trouble getting the coupon, try opening an incognito window in Chrome. Click the coupon box and it will reroute you to a sign in page. Once signed in, it should show something like "the offer will be applied at checkout". Then go back to the product page and checkout through S&S and it should be there.

Subtotal for me was $7.99 thanks to 15% S&S.
