Having gone through a literal 6 hour ordeal in my local Walmart store...these are not always shipped properly activated when purchased online. My first order went absolutely fine, but the second turned into a nightmare (AT&T suspended the line after a day, citing a point-of-purchase error). The local store should be able to fix it, however it's not a guarantee (in my case they returned the phone but couldn't resell it to me because their POS wouldn't scan it - wound up having to sell me a new phone from in-store). And because the e-receipt given to you by Walmart doesn't include the IMEI/SN of the phone you won't be able to get it fixed by AT&T.

The online portal stopped working a couple of years at least now. Now you have to use it on ATT prepaid to unlock. Someone here mentioned using it with Cricket and having Cricket unlock but that may be YMMV.
EDIT: clarifying online portal works for post-paid, not for pre-paid unlocking without meeting terms.

Not surprised. I had a locked postpaid AT&T Moto Z2 Force and a locked prepaid AT&T iPhone 6s and they both worked with my Red Pocket (at&t sim). Now they are both unlocked phones. However I had 2 Moto Z2 Force phones (locked at&t and unlocked at&t) and I do remember the locked postpaid AT&T Moto Z2 Force wouldn't update like my unlocked AT&T Moto Z2 Force with RedPocket. I had to use another legit AT&T sim card and do the update. I believed I used a cricket/prepaid at&t and updated the locked phone. I think unlocked phones can get updates over wifi and the locked phones are somewhat dependent on the carrier.... One can simply ask to borrow a relative's/friend's at&t sim to get the latest updates. Don't have to do it monthly. Maybe ask yearly if updates are important.
In 2018, they approved one of my Moto Z2 Force and denied the same exact phone. It may be a limit or too soon to request another unlock attempt? In 2020, I tried again for that 2nd Moto Z2 Force and they approved it. I went through the Portal..... No customer service agent.

I have a friend who tried to unlock 2 cricket iPhone 6s for a couple of years now, keep getting denied. He has never unlocked phones before via portal.
Interesting that it worked for your eBay ATT phone after some time.
EDIT: clarifying that Bflo23 is talking about unlocking Post-Paid phones only, not Pre-Paid phones... confusing by his post. Read his clarification below.
