Royalty fee is a false advertisement scam. No other online music providers charge it. I run as fast as I can once I hear it.
They want new customers to show growth. Obviously you keep renewing so there's no need to send you a discount offer.
Looking a little further, it appears this offer will only be extended to radios in cars that have not had a subscription for 5 years. So that means that unless your car is a 2015 model or older (considering that most cars with a sirius/xm radio also have a free subscription for a good chunk of time which would have to run out), your car radio is pretty much automatically disqualified from this promotion.

No luck here on my inactive radio. YMMV.

Tried inactive radios from two different cars of mine (one Ford, one Chevrolet FWIW) and neither had this offer available.

Not really. I just checked my 2014 Honda CRV listed as "No Active Service, Last Service Ended 03/22/2020" and found that it is qualified for the "36 Months for $99.00" or "60 Months for $149.00". I am considering getting the 3 years one.

SiriusXM is offering 3-year and 5-year deals for inactive radios, though I'm not sure of the exact details of which radios qualify. Streaming is included in the plans. The plan is the "XM Music & Entertainment" plan.

The 3-year deal is for $99, while the 5-year deal is $149. Each gets the 21.4% royalty fee plus local sales taxes added. Neither plan automatically renews.

This offer came in the mail. It listed my radio ID and an account #, which I plugged in to https://siriusxm.com/3yeardeal.
I've seen that offer for older cars, I assume in the hope it won't make it the 3 or 5 years. I started mine last year on an 08 Chevy.

Really hate how deals are only ever for people who are not customers. Despite my insistence, my wife has continued to be a customer for about 10 years, now. The only deal we ever see is 1 year for about $99, which comes out to be about $120 after fees and taxes.

What do we use for the Account number? If the unit is inactive, we don't have an account number.

Does it really matter whether your car makes it 3 or 5 years? It doesn't cost them any more to send signal to 1 million cars than it does 1.5 million cars. They get the money up-front. And now that they offer streaming, even if your car doesn't make it, you can still use the streaming aspect (I listen more to 1st Wave on streaming as I'm hardly ever in the car anymore.).

It's generally not fun, but if you end up calling their customer service you can talk them in to 6 months for $25-30...problem is you have to do it every 6 months.
edit: they will likely say "We can give you a free month!" but not say that it goes up to a hiked price after. Or even offer a free radio to keep you on.

This thread actually jogged my memory so I logged into my wifes account to see if I can change/chat/cancel through there and it said a better rate was available for 12 months at $60...but for some reason there are like multiple subscriptions now under the account so going to give it a couple days to see if it clears up and then call if not.

Did not work for me either but my subscription just expired, after all the blah blah from the CS rep. Not even the $60 a year was offered to me, the best price was $84 per year which is too much for the time I spend in the vehicle. They should in my opinion offer the 3-5 plans to everyone renewing? That way they do lose anyone.

I always wonder SiriusXM math on this makes sense. Every radio that can get the signal is always getting the signal. If they just lowered the price for their all inclusive package, they wouldn't need a business plan that involves fighting the customer when they call to cancel, only to later offer them the discount they wanted.
