Great question. Video files themselves have a max resolution and so do screens.

If the video file is 4k and the screen being cast to has 4k then it will be 4k.

That one has only a 14" screen vs 15.6" for this deal. I bought one of those a couple of weeks ago and it's still in the box. I was going to ask for advice on whether to buy this deal and return the other. I already have 8GB (2x4GB) of DDR4 3200 RAM I pulled from a Dell laptop when I upgraded it to 32GB.

The 14" 1080p screen in the HP 14-dq2031tglaptop is not directly comparable to the screen in the 15.6" model here because they are also of a different resolution. Laptop resolutions below 1080p, especially above the 11" size, are generally considered the bottom of the barrel. Note, also, that typically for a Windows laptop there is a premium paid for laptop sizes under (or above) the 15.6" size (contrast this with Chromebooks, where 11" sizes are the norm and premiums are commanded for larger screens).

When RAM and hard drive updates are possible (which is this case for both laptops under consideration; this isn't always the case in budget options like these!) then you should strongly consider shopping based upon CPU and screen quality. The HP 14-dq2031tg is the winner on both counts. If you truly prefer the 15.6" form factor you should shop for something with comparable features (quad-core i-series CPU, 1080p screen) in that form factor (best this year in retail has been around $340; note that 15.6" is historically a very common size to find refurbished/off-lease in this price range, though that market has shrunk significantly as with the rest of the PC market during the pandemic period).

I currently own 7 mostly low end laptops and I can tell you my rule of thumb. You can upgrade hard drive and Ram, but probably not the CPU. So you can go easy with pre-installed hard drive and Ram. You can wait until either one is on sale. However, you need to demand good CPU.
