What I think the book supplement means is, the Starter Set is a supplement to the overall game of Dungeons & Dragons. Not that it is just a book...but the dice still suuuuuuuck, buy better ones.

Okay, one more thing. Wizards actually won an award in 2014 for the release of this Supplement, the Starter Set.

Yes it comes with all that.
The rulebook is a pared down simplified starter rulebooks but thats the point here, its a starter set. But frankly the starter rules work plenty fine.
This is a extremely good value for under $5
