For a data point, using NordVPN (Brazil) it worked without a problem.
Purchased 3 years Gold (Turkey) on CDKeys. Set VPN to Turkey, went to redeem.microsoft.com to redeem. Turned off VPN. Converted to GPU for $14.99. So about $105 for 3 years GPU!!!

All in all, they converted my Turkey subscription to a U.S. subscription at no cost and at that point I was able to purchase GPU for $1. Took an hour or so on the phone.
I think the only way this works is by calling support and having them change your subscription. No easy way of doing this yourself but worth it if trying to save a few $.
