tl;dr It's fun, but it's not really very realistic. The mods alone are worth getting it on PC than on a console.
With all the counter-steering that you have to do, I felt that a controller was more than enough for me to have fun every once in a while. Though my nephew absolutely loves crashing into other cars while using the wheel.
I felt that I enjoyed using the wheel the most while playing in the career mode. Online I'm just way too slow to counter steer, though again, it's still tons of fun.
