Yeah, that generic one has many brand names and debatable performance measurements, at least according to reviewers with Kill A Watts. edit: their product listing details say 45 watts lol. I'm sure they copy pasted from another of their listings, but that's a lack of attention by the seller lol

I'd take insignia over ugreen. Anker is probably the best. Keep in mind, insignia is best buy's in-house brand so their electronic devices will have some certifications vs. random no name Amazon ones

Yeah I noticed that, $14 generic product - cant have too high standards for the listing LOL. I dont have a killawatt but I am getting the same speed as this charger via batterybar:
Both say 47W in battery bar and my laptop came with a 65W barrel charger so I am willing to bet its reading ~15W less than reality. I tried my 45W charger and that says 30W in battery bar (also 15W less than it should be).
TLD: Getting the same speed as a $50 charger

So is UGREEN a reputable company? I only saw an uptick in deals from them during the pandemic in 2020 on SD. Prior to that, I had never heard of them and even these days I don't see too many UGREEN submissions. I figured it was a sponsored or shill attempt that eventually went dry.

I have a Killawatt. It only shows input power though, between wall socket and device. I just bought cheap usb-c inline power meter which can tell me output variance, etc.
I like the generic, but worried it won't payoff. If it doesn't melt or explode, it can still overheat and damage my much pricier Chromebooks and tablets
If you are not sure if it's random shady white-label Made-in-China stuff that might not live up to the specs they claimed, check if the high power USB charger is much smaller and lighter than a laptop charger with the same power rating. Switching power supplies designs hasn't gotten much groundbreaking changes in recent years. Higher power ratings always come at the expense of size and weight of the power supply. If it looks too good to be true, likely it is.
Wattage (power) ratings usually refer to how much heat the power supply can handle without overheating. I wouldn't be surprised if unscrupulous manufacturers in China cut corners and designed something that should have rated at 30W but enabled the 65W charging mode and weasel it by by calling it a 65W charger. If you are on continuous 65W for a few minutes, it might survive; but don't expect you can continuously charge an assembly line of drained phones that constantly pulls 65W non-stop.
