The active ingredients are Sodium Percarbonate and TAED so it is an activated oxygen bleach unlike normal OxiClean. The benefit being that it provides both sanitization and stain removal. Most laundry sanitizers use quaternary ammonium compounds which I do not believe provide any stain removing benefits though they might work better on removing sweat odors from workout clothes.

No, most oxygen bleaches such as this are considered color safe. These are ingredients that are also used in good powder laundry detergents such as Tide with Bleach (powder version) but this should be at a higher concentration.

Just to add/clarify - "Normal" Oxiclean products also use Sodium Percabonate (also sometimes listed as sodium carbonate peroxide) which is considered an oxygen bleach. It's the basis of the original powdered oxygen bleach from all the original products and advertisements going back ~20 years. Sodium percarbonate is a dry shelf-stable powder that, when combined with water, turns into hydrogen peroxide.

Normal Oxiclean does not contain TAED though, as you pointed out.

That can't be right. 2.5 lbs is 8 loads?

edit: wow it might even be worse. The suggestion was 134 g to soak and twice that for an HE wash cycle. That's 4 loads!!

Just to clarify this - You get 8 FULL SCOOPS so it's only 8 loads if you are using an entire scoop each load (which seems like a LOT to me). For people just using this as a laundry booster in combination with other detergent, you only need to use like 1/4th of a scoop (that is what I do) which would boost 32 loads (or more or less depending on how much exactly you are using).

Note that for comparison - the 11.6 lbs container sold at Costco is advertised as 290 loads. Which is using 0.04 lbs per load for that formulation. I'm not sure if both products use the same potency/concentration for the main ingredient (sodium percarbonate) though so not sure if you can use it at a similar rate. But if it is, that would come out to roughly 64 loads.
