Is this what i need if i have a thunderbolt switch where i want to connect the laptop and desktop to the switch .. i don't have a problem connecting the laptop since it have TB connection. But my desktop only have type c port. I want to connect all the connect to the dell thunderbolt switch

If your desktops motherboard does not have a thunderbolt port you will not be able to fully utilize the thunderbolt dock with the desktop.

Neither device has DisplayPort. DisplayPort is mostly used for PC monitors.

Yeah i noticed it after trying different say. Wish my desktop have TB connection to utilize my TB dock potential. Also, it gives a cleaner look installing everything to dock

No, you can try a cable that has HDMI for your TV on one side, and whatever port your phone has on the other, and it might work. I'd Google it and/or maybe search Amazon for reviews where people have used your phone with a given adapter cable.

typically we DP (displayport) on monitors more often and HDMI on tvs.

Most any USB C to HDMI would work for most phones for display, but so would a google tv with chromecast be able to cast from your android phone to a tv.
