Yes, this is a tow/recovery strap.
A kinetic recovery strap provides a mechanical advantage to allow you to do more with less, that is its ONLY advantage, convert your momentum into additional force. To imply they are safer is misleading. Rated break strength is rated break strength. When they do fail, it is more hazardous because of that buildup of kinetic energy in the strap. Shoot a rubber band with your finger and shoot a loop of string with your finger. The rubber band is far more impressive. Not every recovery operation requires a true kinetic nylon stretchable strap and a build up of momentum with a running start to get the target unstuck.
Those are no where NEAR $8.

Well, from YouTube fail videos, I know there are lots of places NOT to hook these to.

I don't think it even sold for $25.48. It has been with the holiday stuff for a long time -. I recall a lot of discussion about how useful it may / may not be in the previous thread.

good price and it'll work for majority of your road side needs most likely. I still have a recovery strap that is about 10 years old and may have used it a handful of times

How is this strap with no hooks used? Is it safe to loop if through a vehicles tow hook on one end, and hang it over a hitch all on the pulling vehicle?

Buy hooks to match your vehicle. For instance I wrap mine on my quad for the sand dunes. There are many hooks at the store to match with what you need it for
