Either way, after the phone unlocks, half of the market IS run by VW.
So you will eventually end up with VW regardless. Even red pocket is with Verizon towers 🙂
Also, how do you get one plan with two phones? Getting a second XR it forced me to pick a second plan.
EDIT 2: Also the 25% code is only working on one of the two phones in cart.
There is an option to click on "no plan required for now". I believe is the last option under the "plans" page. They do make it hard to NOT choose a plan, you just have to scroll down 🙂

scrolled down but no option for "no plan purchase required". The XR says plan purchase required. I tried other phone without this requirement and it does give the "no plan purchase required" option.
The "no plan required" is available for new phones only.
