The CDC recommends testing either when symptoms develop or, if you aren't showing symptoms, five to seven days after exposure. That would give enough time for the body to develop a viral load that can be detected by a test.

It allows testing before visiting high risk people thereby delaying some high risk infections until treatment is more broadly available.
It allows contacts of positive people to know they've exposed so they can avoid contact with high risk people, and people in general (thereby slowing the spread).
And it allows slowing the spread so hospitals don't get as overwhelmed as they would without any testing.
Testing allowed a person to alert me that I had been exposed which allowed me to wear a mask at work (I usually don't cause my job is too physical), avoid my high risk family members and customers, and get tested daily so the very first day I got a positive I stopped working.
