I'm pretty sure that device can be swapped once activated and the plan itself costs around $40 on sale. I have similar set up for my kid as emergency while he's in school. Doesn't spoil them with unlimited data and not fancy enough to play games or show off so he can stay focused on learning lol.
This is a deal that I've been wanting to grab, to have as a backup phone, with Verizon service, at an affordable price, but I'd like to try to get a good-quality device, if possible. If anyone has any feedback on if the Moto G Pure is worth $30 more than this Moto E, I would appreciate some replies.

Apparently you use some kind of temporary IMEI but that's dangerous if you don't own/control that IMEI and the process fails.
