I often see this plan without the phone at this price, so this IS a good deal.
Back up phone.... in case your primary phone breaks while out hiking, climbing, camping, traveling in the boondocks... etc
I friend of mine got stranded in a snow storm and his and his wife's phone died then they remember their 11 year old kid had an emergency phone.
$30.00 phone has old school micro USB not USB C , and 2 gigs ram , weak.
$60.00 phone has USB C , 3 gigs ram , maybe dual sim ?
All my phones have been HSN and Moto phones , Moto play , Moto maxx , great phones and a year of service for cheap but I need FM radio ..
So odd to omit FM radio , I would buy the $30.00 one if it had USB C and the $60.00 one if it had FM radio..

Cheap new gym, running, beach phone
since the "covid era" began been biking and running outside much more often. in that time have dropped, crushed, cracked, and submerged in the ocean 3 phones. So really appreciate cheap but decent backups.
- Great for kids (or others) who would otherwise have no phone. (This is not for kids who already have unlimited plan on the most current version of the iphone.)
- A phone used as a GPS. (Using GPS drains my phone battery.)
- A backup phone to call out in case the primary phone cannot be used for whatever reason, and no one else in the household has a phone.
- Alternative low-cost lojack.
- After the service ends (or before), the phone can be "repurposed" for other things when connected via wifi.
