But can I use it as a WI-FI device before I activate the phone?
Before I activate new phone I use WiFi to add my apps from old phone and get rid of unwanted apps etc.
When everything is to my liking I then activate

You need to go to Walmart and pick you up a byop SIM card kit select Verizon AT&T or T-Mobile put that in your phone and do a transfer from this bundle and you'll be set!
