Within the US, TextNow's SIM card -- when used with their Free Nationwide Talk & Text plan -- simply provides limited cellular data to allow TextNow's app to be used (in the US) when you're not within WiFi range.
Even within the US, if you take out TextNow's SIM card and just use WiFi, your current TextNow services would still work as they do today. Your current TextNow also still works if you sign in to the same TextNow account on other compatible devices connected using WiFi or cellular data.
Outside the US, you will need to either use WiFi or provide cellular data, swapping your international SIM card in for TextNow's if your device only has a single SIM card slot, to continue using TextNow as you've had been.
When I installed the latest build of the Google voice app it won't let me use their app on a phone lacking a SIM to make outgoing calls. When I try the app wants to send a verification code to whatever phone number is associated with the SIM inside the phone. As of now my spare phone has no SIM card in it, so I can't make free outgoing calls with Google voice. The Textnow SIM is the better option as you don't even need wifi to make calls and do texting. Like Google voice one can use textnow within the app or on a computer, which is very handy.
User error. Any phone can use GV to make outgoing calls with or without a sim card.

What are the charges to keep the number active here?
Assuming if I keep the line active, would they this be a good idea to move the number from Vonage? My current Vonage charges are about $15/mo with about 300 minutes, but would like to keep the number.
While it can probably be done, porting an important number to Textnow would be too risky for my tastes. The services most talked about when discussing number parking is Google Voice or Numberbarn. Google Voice requires an intermediary step of porting to a wireless carrier first.
It's not supposed to be like that as some reported that they can able to activate on sprint sim. Not sure if it has to a sprint phone but I tried on boost phone without luck.. also I have been offered several times free upgrade via app but I am unable to activate it because of these reason though I am using their app for over 2 years now
For Sprint devices, I seem to remember that the device has to pass the Sprint FED check before Textnow allowed activation. It is also possible that Textnow is not activating Sprint phones anymore because they are moving to T-Mobile.
I purchased the TextNow SIM for about $5 a couple of weeks ago for an iPad that I no longer have on a cellular plan. The iPad with TextNow will meet my needs for an "emergency phone" if I'm ever away from WIFI and without a phone. I noticed that since installing the TextNow SIM and app my iPad no longer receives calls that come in on my iPhone. Perhaps the change in functionality is unrelated to TextNow. I figured it was better to be prepared with the ability to make a call via TextNow from my iPad than to have the ability to pick up my iPhone calls when my iPhone is not within easy reach.
hm, should i buy that or buy it from their site? I am not sure if it will even work this cheap chinese knock-off watch, so hesitant to spend $30 off the bat.

Nope. As soon as I go to make a call it asks me to verify phone number with a one time code texted to it or called. Phone has never had a SIM installed. You should not speak on topics you are not familiar with.

GV verification is a one-time thing. You verify once and you're good. It's not like you have to do it for every call. I have been using GV for years now.
