Yes. The one you linked to is a VA panel; this one is fast IPS. Therein lies the price difference. I'd buy an IPS over a VA any day.
Professional IPS monitors tend to have slow response time in general. This is one of a breed of IPS "compromise" panels that sacrifice some of their color fidelity for response time. As you said, IPS panels excel in color accuracy and viewing angle, while the VA has a higher contrast ratio. So VA panels can produce deeper blacks, but are not nearly as color-accurate and have very narrow viewing angles. Also, VA panels in this price range do not have local dimming so their higher contrast ratio is never fully utilized. They each have their use. I have a 32" Dell S3220DFG, which is an edge-lit VA panel. I also have a 27" Dell U2751H IPS. I do my photo editing on the IPS panel; and gaming or movie watching on the VA.

I got the 32GN650-B from B&H Photo for $267 in December. This is a different model but I'm not sure if it's worth paying the premium given the key specs look the same.

I got the exact same model from BuyDig for $287 on June of 2021 and this monitor is really fast for gaming already. Can't imagine how the viewing quality is going to be with this IPS panel

Your 32GN650-B uses a cheaper VA panel technology. The monitor posted here is IPS. On the whole, VA panels will often offer better contrast, but have inferior color reproduction, significantly more motion blur (ghosting), and significantly slower pixel response times compared to IPS. These disadvantages are particularly noticeable on ultra-fast refresh rate monitors used for gaming.
There is bleed, but seems maybe a little worse than typical ips glow. It's really just something you have to deal with with most ips monitors. That being said I came from a va panel and the difference in black smear is night and day and would not get another va monitor besides possibly Samsung g series which are supposed to be way better than any other VA on the market.
