Number one may work to get a new phone number today and port a number later. This way is at risk of not getting the gift card.
Number two can be solved with an IMEI generator of an approved device (Pixel, Samsung, IPhone). If you want to actually use the devices, you will need a device for each line that works on Verizon. My understanding is that Xfinity is more discerning than Verizon though.

. So I will go ahead and activate it and will not be able to get the $200 card. This time xfinity beat me. It happens some times but wanted to share my experience for future reference to others considering switching to xfinity without intending to use their service in the long term.
To me, it seems worth it to source another mint sim that can be activated later. Throwing $200 away seems extreme, but I don't know the full details.
Alternatively, you should activate your mint sim with a different number (new or port a Boost Mobile number - $1) and then port your Xfinity line later when you have your gift card.

However when I place order for SIM from Xfinity mobile site, the estimate for delivery is 24-Feb and the promo expires on 22-Feb.
1. Do you know between the date I ordered the addition line (02/17) or the date I could activate at the earliest (02/24), which one counts for the promo? I don't want to rely on a CS agent who might now promise I'd qualify but then someone else corrects later saying they were wrong and deny the $200.
2. Is there a way I could visit an Xfinity store to get a SIM to activate instead? Would that count for the $200 promo? If so, how should I do it - place an order for SIMs online with checkout showing $200 GC promo and then activate with a SIM from store, or would the store sign me up for the promo?
