Either knife is a winner and one of my default recommendations for someone who wants a good work or EDC knife without breaking the bank. AUS8 is one of the better budget stainless steels, it's made in Taiwan, has an excellent manual flipper action with thumb studs, excellent ergonomics and jimping on the top of the blade, feels excellent in my hand with rounded edges on the handle, and the overall build quality is exceptional for the price.
Ontario also make a D2 steel version that will hold an edge longer, but isn't quite as stainless as the AUS8 version. You can find the D2 version of the Rat I or II on Amazon for around $40-$42. Plus they make them with orange, brown, OD green, tan, carbon fiber and various other color scales.

I've been carrying my last one for... I don't know... 5, 6, 7, 8 years?
Quit carrying it the last six months, due to one of the Torx screws for the pocket clip working its way out (and me losing it).
Have been carrying my SOG Twitch II and Kershaw Tickfaw instead, but it'll be nice to be able to put those back in the drawer and carry a RAT II once again.

To expand on what hartage said, bronze bushings instead of ball bearings are easier to clean and get gummed up less so they're more reliable. Not as smooth on the flip though.
The gimping on the handle is for comfort, can easily fit 4 fingers on the handle and it feels "grippy".
The blade steel is easy to sharpen as well.
This is used for more than packages and can also cut rope and whittle wood due to the advantages above.
Definitely a good "starter/beater" knife.
