I'd slap a basic DIY top into your table saw wing, mount your router (that already has pretty decent height adjustment) to it and use it a bit.

You just might find that a cheap solution is adequate for your needs. And in truth, a basic rig is capable of doing just about anything you might ask of your router/table - a commercial top and pro level lift just makes it easier. After using it a while, you can decide if it's worth it to you to upgrade to something with a nicer fence, dust collection, t-tracks, lift, etc.

Plus, you can use your basic top to make something much fancier.
