You buy the ARG code from the seller, then redeem it on Microsoft.com while you're on your computer or mobile device VPN to Argentina. The game will be added to your account and you can then play it on your Xbox. The only time you need VPN is when redeeming the purchased code.
My guess is you will get the code sometime on Friday. I've used Eneba a bunch of times and you get the code immediately but this is the first time I have pre-ordered a game. I believe the site is based in Europe so they are 5-7 hours ahead of the US so take that for what it's worth.
