The Dell is significantly better. Better build quality, better storage speeds, better processor, better webcam, etc.
If youre trying to buy a <$300 laptop wait for the dell to come back (it goes on sale often) or buy one of the better spec'd refurbished gateways like this one, this isnt a good deal.

One way to find out is to open it up to see the upgradeability. Having a legit SSD (over the crappy eMMC) will still make this a fast laptop for general purpose (school, work, etc).
Same 128gb and 4gb ram. Obviously it's a better processor, but not sure my dad will notice any difference.
