I've set up oodles of S4 units. They are very nice though require a smartphone if you are helping elderly who don't have one.

Get the App. Have the first one plugged into your Internet Ethernet cable (this is a router, you don't need a router in front of it), it acts like a router, you now go to the app and walk through the sign in steps, it finds the first router, has you setup the wifi name (ssid) and password, it saves it, reboots, asks if you want to setup more, same process minus the name of the wifi part, as long as they are in range of each other they create a nice mesh network. I've setup in a row before too and they work well. You can even mix and match Deco models on the same network.

The M5 v2 comes with lifetime Homecare Parental Controls & Anti virus. Most other mesh systems charge $60+/year for this

yes you can set one unit of this Deco and set it as Access Point (AP) and connect it to your router via ethernet. That will work to extend your network. But, also note you can do the same with any router that can be set as access point (most of them can be). Using the Deco this way is not "mesh", so you won't have any fast handover between units while moving within your house when you do it this way.

Would buying one of these to start work for a small area? Or do you need something else as the "starter kit"? Curious to see how well this works instead of my Frontier router so didn't want to go all in.

One of these can work by itself as a router and wifi access point when you connect it to your cable modem. I have no idea if it will be better than your current router. The main strength of these is the mesh when you use multiple units to cover a large area.

Can someone knowledgeable help me, as I'm new to mesh networks.

I have a 2K square foot home (two levels) and our max internet speeds tops out at 1GB/second, when in the same room as the router (Cox). Is this the product for me or would I be better served by the other slickdeals:

Netgear Orbi Pro WiFi 6 Mini Mesh System (SXK30B3 Router + 2 Satellites) $240 + Free Shipping

Or

Those 2 particular models seem rather comparable and on par with one another, so it'd come down to price so I'd go w/ the TP Link.

For your sq footage though probably only need 2 nodes, and for how fast your internet is, may benefit w/ a tri-band system. If so I'd recommend the below:

No. Never had that with any of my Deco setups, and there are many.
