Note that IP54 is "splash proof" so it is intended to protect from dust and light rain. It is certainly not submersible and not intended for high exposure (e.g., heavy rain) or direct spray protection. You would have to go up to IP65 or IP67 if you want protection from high/direct water exposure or potential submersion. Very much about matching your expectations/use case.

Is it just an empty box or does it come with all that other stuff?

Empty box. It prevents water from getting into surge protectors. Though the wire out hole is universal size so that is a big point of failure.

From most of the reviews, waterproof works effectively.
It was a front page deal couple months ago: https://slickdeals.net/f/19069177-ticonn-outdoor-electrical-box-9-99-at-ticonn-us-via-amazon

These are great for using on extension cords out in the wet grass.

I've tried a smaller one from HD to protect a single cord connection and it was useless. This one's a worth a shot based on the reviews.

These boxes are crucial for things like Govee lights and their power bricks. We have one, another brand, in our front yard, and 2 on our deck.

Every electrical connection outside is in some sort of enclosure now.
