There are maximum limits for additives as part of approvals. For instance, let's say hypothetical for DexOS, that the max amount of Zinc and Phosphorus was 800ppm. If an oil had 900ppm, that would be above the max amount limited by the approval and they wouldn't be granted approval.

I saw a few people who don't think the non ultra was as favorable on synthetic oil tests so don't just assume this is the same as ultra as I did and it's just suddenly much cheaper

Iirc, Pennzoil descriptions suggest Ultra keeps oil 65% cleaner than industry standards, while Premium keeps oil 40% cleaner than industry standards

So if an oil had a higher Noack limit than 12.5% or sulfated ash was higher than .9%, it wouldn't be granted approval.
